My candidate received a survey invitation before the rejection email from my application. How is that possible?

Starred offers the possibility to schedule a delay for the invitation email. When selecting a delay, keep in mind the count starts from the moment the candidate is rejected, not from the moment they receive the rejection email.

This means that if the rejection email in your application is also scheduled with a delay you have to keep that delay in mind when choosing the delay in Starred.
